The plan for Cody Rhodes and Brock Lesnar to feud following WrestleMania 39 has been in the works for a while.
On the RAW after WrestleMania, it was announced that Cody Rhodes would team with Brock Lesnar in the main event of the show to take on Roman Reigns and Solo Sikoa. However, the match didn’t end up taking place due to The Beast Incarnate attacking The American Nightmare before the match officially began.
According to Fightful’s Sean Ross Sapp (via Fightful Select), Brock Lesnar was aware of his post-WrestleMania plans almost a month ahead of time. The finish of RAW that saw Brock Lesnar F-5 Cody Rhodes was set in place for quite some time.
Sapp stated that WWE did subtle things with Lesnar on the road to his match with Omos at WrestleMania 39 to tease his upcoming heel turn on Rhodes, including backing down and avoiding contact with The Nigerian Giant.
