As mentioned, Paul Heyman spent a period of time successfully as the head of SmackDown creative. Since he had lesser to work with, he managed to make the most out of it and utilized a handful of stars and made one of the best shows on television. In 2019, WWE likely feels that they need to change that up and give him something new to work with – RAW, while Bischoff oversees SmackDown Live.
It’s safe to say that the two are more than qualified to handle the creative aspects of it all. While they do answer directly to Vince McMahon, their presence will be done to reduce his workload.
