There was no other option worthy of the top spot. Simply put, the Austin-Rock trilogy at WrestleMania is the greatest of all time. Facing each other every alternate year from 1999 to 2003, the duo would headline 2 out of the 3 WrestleManias and it was them at their very peak. There were no stars in the company bigger than those two and they would always steal the show.
It was WWE at its peak, and their third meeting would finally see The Rock get one over Austin at WrestleMania, being his last-ever opponent.
