Despite Hart being pushed heavily in 1993, it was actually Lex Luger who Vince McMahon saw as the successor to Hulk Hogan. In fact, Luger revealed that when he faced Yokozuna at SummerSlam 1993, the locker room threatened to walk out if he won, because the audience was clearly gravitating towards Bret Hart.
Ultimately, Luger ended up winning by countout and celebrated as though he won the title, in one of the most bizarre moments in SummerSlam history. Hart had the clear support of the locker room and audience as well, which is the main reason he was finally given time to shine the following year, where he received his coronation.
