Bret Hart has been enjoying his retirement at Canada and only sporadically appearing for WWE. HE did appear in a relatively short window for both AEW and WWE recently, but wouldn’t it be really interesting if The Hitman came back for one big role?
As mentioned, he doesn’t need to appear week after week. They could always have an arrangement where they shoot pre-taped segments with him or he appears once in a few weeks live. Hart probably has little interest in doing that but he would make for a great babyface General Manager.
